Surveillance Testing Program

The DLC Surveillance Testing Program monitors the validity of data submitted to the Solid-State Lighting QPL pre- and post-qualification. This performance verification system was created to protect the integrity and value of the QPL for all stakeholders. An updated version of the Surveillance Testing Policy was published and went into effect September 10, 2018. Please direct any questions or comments about the program to surveillance@designlights.org

Draft Surveillance Testing Policy SSL V5.1

On July 19, 2021, the DLC released a draft update to the surveillance testing policy as Version SSL V5.1. This draft will replace the current policy and is being referred to as ‘SSL V5.1’ to indicate its alignment with the V5.1 Solid-State Lighting Technical Requirements. This draft update only addresses recent changes to the SSL Technical Requirements, with a proposed effective date of October 1, 2021. Please submit all comments using the V5.1 Surveillance Comment Form to comments@designlights.org by Friday, August 27, 2021.

Development of the Surveillance Testing Program

The first draft for this program, the Product Verification Performance Testing Policy (PVPT) proposal, was sent out for comment in 2014. Based on the comments received during the Stakeholder Input Process, the DLC explored alternative approaches to monitoring the validity of product data pre- and post-qualification. The key changes between the PVPT draft proposal in 2014 and the Surveillance Testing Program proposal in 2015 is that the strict challenge structure has been replaced by targeted random sampling. The targeted random sampling focuses verification efforts on products with a higher likelihood of noncompliance. The draft policy went out for industry comment once again and the final policy was released in December 2016.
